On December 22, 2003 the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents entered into force in many European countries. In this concern a new procedure of legalization of public documents is implemented in those countries by notary public. 

Documents going to countries that are not party to the Hague Convention generally require an authentication by notary public. ​​
